HEEPS - Home Energy Efficiency Programmes Energy Efficient Scotland

National project

Part of the Scottish Government-funded Home Energy Efficiency Programmes for Scotland: Area Based Schemes (HEEPS:ABS) for South Ayrshire Council and was delivered by their managing agent the Energy Agency. In total, External Wall Insulation (EWI) was installed on 18 privately owned homes with a budget between 100.000 and 1M€.

There was local appetite for the scheme as residents had witnessed substantial improvements on properties through similar schemes in neighbouring areas. Two insulation options were proposed including an external and internal system, both requiring customer contributions . A unanimous decision was received to explore the options for an external solution. Due to structural problems with the steel frames on the properties (causing deterioration) and elected to carry out remedial works at the same time. A pre-project study was undertaken to determine viable insulation solutions for this construction type. The residents were engaged at the early stages of the project to determine what type of system would be well received and to gauge appetite for customer contributions. Two insulation options were proposed including an external and internal system, both requiring customer contributions . A unanimous decision was received to explore the options for an external solution. The information does not detail the project timeline but works have now been completed, the broader HEEPs programme began in 2013 and the specific project report is from 2018. The results of the project are a high customer satisfaction rate (rare for an EWI retrofit project), perhaps demonstrating that a smaller project (of only 18 homes) resulted in better quality works.
